FACC Invites Steve Horn as Guest Speaker

FACC invites Steve Horn to the May 19th Meeting. Steve Horn will be providing an update to FACC on the State's plans to improve the 26 and 32 corridor. This meeting will take place on May 19 at 7:30 pm at the Sykesville/Eldersburg Public Library.

Regional Planning Conference

The Carroll County Council of Governments is hosting the first Regional Planning Conference for Carroll County on June 11, 2005, from 9 to 4 at the Scott Center at the Community College. The morning will include two presentations by well-respected planning experts; after lunch, we will discuss the upcoming master plan process, key discussion points and municipal involvement in that process.

Seven out of eight towns have formally decided to sponsor the conference and the Freedom Area Citizen's Council and the Finksburg Planning Area Council have co-sponsored as well. Additionally, the Carroll County Public School system has agreed to co-sponsor. Carroll County is providing costs of the speakers and other incidentals as needed. Eleven of 12 potential sponsors have decided to sponsor the planning conference.

These sponsorships will fund advertising, mailing and luncheon costs, as well as other costs related to putting the conference on (such as supplies). While we will meet our budget, we are fortunate that the county is providing the speaker costs and other incidentals. We know there won't be anything left over, and that is assuming we end up with everyone sponsoring.

It is particularly important that those involved in their community's planning processes attend, including municipal officials, county officials, community groups (FACC, FPAC), the chamber, and many others. However, it is important that citizens get involved, because we are the stakeholders who will benefit from the results.

If you wish to sponsor this event, payments should be made out to "Commissioners of Carroll County" but the memo section should note Planning Conference Sponsorship. Please mail payment to: Council of Governments, c/o Frank Johnson, Secretary, 225 N. Center St., Westminster, MD, 21157.


WALGREEN'S TO COME TO ELDERSBURG

A site plan for a Walgreen's drug store will be reviewed by the Subdivision Advisory Committee on May 23rd at 9:30 AM. This is a key site in the Eldersburg community and FACC will review the Plan and talk to Bobbi Moser about the aesthetic concerns which she and other staff members have. Any FACC members wishing to volunteer to help with this process are welcome. Please contact Tom McCarron.



DWIGHT WOMER STEPS DOWN as Council of Governments' Chairperson

Dwight Womer formally announced on May 11, 2005, that he will step down from his representation on the Council of Governments (COG) and as its Chairman. Mr. Womer was not re-elected in Hampstead's municipal elections. He thanked everyone for their hard work and dedication to our County.
Mr. Womer spoke at FACC's March 17 meeting, where he gave a brief history of the COG and discussed the plan for the Regional Planning Conference.



FACC MEETING MINUTES MARCH 17, 2005

EXECUTIVE BOARD

ABSENT: Ellen Dix, Ross Dangel, Ken Plant, Richard Nacewicz

1. Call to order
2. Minutes were approved.
3. Treasurer's report read and approved unanimously by the Board; motion to give Treasurer authorization to pay bills approved unanimously
A. Memberships are being collected, but not very many.
B. A fundraiser was discussed. Possbily at the carnival or LHS craft fair.
4. Korner Update - The County has been working on this and something may happen as soon as May on the property if the owner does not sell it before then.
5. Richard Nacewicz had open heart surgery and the Board officially wishes him well. Doug and Tom will take care of a card and/or flowers.
6. Meeting Place - Nimrod will call the Masons to discuss the possibility of meeting there.
7. COG Meeting & Regional Planning - Tom, Dwight, and John met to discuss the conference. The County does not have the whole plan completed for kick off, but the price may be around $15,000. The kick off will be at Carroll Community College. The tentative dates are May or June. There will also be three meetings with municipalities.
8. The newsletter will be electronic. March's newsletter will be sent next week.

GENERAL MEETING:
COG President Dwight Womer gave a brief history of the COG (Council of Governments) and discussed the plan for the Regional Planning Conference.March 31 will be the next COG meeting.
